Kuwait is the GCC member furthest from implementing VAT: successive governments have shelved the bill in the face of strong parliamentary opposition, leaving the country with no VAT, no general sales tax and minimal excise coverage. A 15% corporate tax on multinationals aligned to the OECD Pillar Two rules took effect in 2025, signalling that broader tax reform — including the GCC-agreed 5% VAT — is back on the agenda as oil-revenue dependence becomes harder to sustain.
