Luxembourg (Lëtzebuerg) levies Value Added Tax as TVA (Taxe sur la valeur ajoutée). The standard rate is 17%, applied to most goods and services. Reduced rates of 14% and 8% apply to certain wines and alcoholic beverages.

Applying the correct rate in code

For B2B intra-EU sales, validate the customer's VAT number first. A valid registration means reverse charge applies — you charge 0% and the customer self-accounts. For B2C, charge the Luxembourg standard rate.

About Luxembourg VAT

Luxembourg's 17% standard rate is the lowest in the EU, a deliberate policy that historically attracted Amazon, PayPal and other digital giants to book EU sales there before the 2015 place-of-supply reform. It still operates four rates including a 3% super-reduced band and a 14% parking rate on wines and fuels. The entire structure was cut by one point during 2023 as an anti-inflation measure — an EU first.

VAT in Luxembourg is administered by the Administration de l'enregistrement, des domaines et de la TVA (AED). Luxembourg VAT registrations are validated through the EU VIES system — validate a customer's VAT number before applying any zero-rate or reverse-charge treatment.
